I am trying to replace the color gray in my SVG file with a cyan blue color. Here is the SVG:

So in Inkscape I open the file then use the "pick colors from image" tool to get the hex code for the gray color which it says is "#6d6e70 alpha 1" and the color I want to replace it with has hex code #66FFFF.

So I go to Effects->Color->Replace color and it opens a dialog box so I enter in my values:
Replace color (RRGGBB hex): 6d6e70
By color (RRGGBB hex): 66FFFF

So I click on APPLY and it says:

"Replace color..." working please wait.

Then it finishes but I still see the same gray color, it was never replaced! How can I get this to work?

I tried. It works if you ungroup the text.
