Any clue how this happens? My OS is Windows 7 and I have unistalled and reinstalled Inkscape several times.

Does the dialog come from Windows or Inkscape?
That "0x...." reminds me of Windows error number (I've seen them when using Windows Update, by which I don't imply that you're having a problem with Updates, just that I think looking towards Windows might yeild more info). But the titlebar of the dialog will be the best clue as to where the dialog originated.

Oh, after I reboot the problem goes away.
