I made a SVG taking a raster image, putting it in the bottom-most later, making a layer on top with text with a bit of formatting in it. It displays as I want it in Inkscape, but if I try to load it using a viewer, it only show the raster image, both in Inkscape SVG and plain SVG. I use web browsers as SVG viewers (FF, IE, Midori & Avast Secure Browser).
I made an example out of my image, only changing the text content (formatting remain the same) and raster image file path. Attached is the Inkscape SVG version.

Don't use flowed text it is no longer part of the svg protocol so browsers will not show it
Your mind is what you think it is.

I was using Inkscape 0.48.4 r9939, I installed Inkscape 0.92.3 (2405546, 2018-03-11). I opened the file, it asked me how to convert to 96 DPI, I chose the default option for digital media, there was an asterisk so I saved it and it still won't show the text from the top layer in the SVG viewers, both for the original and the example. Attached is the converted example.

That didn't function; the converted version had some similar lines but others looked pretty different.
I ended up recreating the text section; as the project didn't need to be precise, I committed to memory, which isn't that good, all that I could making a decent recreation.

If you open the SVG file in Inkscape, the text will show up in its original state, and you don't have to try and remember it.
Select the text, and do Text menu > Convert to Text. Or select the text and to Path menu > Union, which will convert the text to paths.
Now the text will show up in any kind of viewer.

Thanks but I wanted the text to behave as such, including being copyable.
