Diffuse filter pack
The first filter I made with feComposite* to "stack" two filters.

Looks like a gradient with a conical shape used for bumpmapping.

Yes, the diffuse filter works that way: grabs the alpha values of the objects and uses it as a bumpmap, then applies the shading.
This case a radial gradient produced the conic look.
Probably will rename this topic something similar to another filter in progress...

Add your object a gradient fill that varies the alpha values
-radial gradients, repeated, maybe off-center and handles set smaller than the bounding box shows up better-,
then duplicate it, and use it to clip the original path.
Then -once this svg was imported- open the filter editor and tick in any of the diffuse filters.
For editing the filters themselves the diffuse filter's colours has the most effect.
Sadly there is a bug regarding the applied light direction -values are not displayed right in the editor once you change to another filter primitive-.
Considering to get it together better, and make a better explanation/tutorial.
(Though it's more of drawing the right object to be filtered.)

Moved all previous posts to this work in progress one, because felt to add recent work to the previous ones, though they are not that polished yet to make up a whole pack.

How to install filters?
I have no idea, never tried that.
It's similar if there were gradients/gradient preset options boundled in inkscape (like five steps of a desired colour), and you wanted to store a custom gradient too. (Probably that's what custom swatches are good for?)
Just open the svg with the filter and go to the filter editor,
select an object, and
tick in a box next to the filter's name to apply it.

Or - if you don't want to risk breaking a distributed file, or don't want to use sudo/admin privileges - just dump a file with user-defined filter effects into ~/.config/inkscape/filters/. For details (including how to define the names for menu items), check the manual. I tried putting the SVG file into AppData/Roaming/Inkscape/filters. But it didn't work. That's why I asked for help.

Based on /usr/share/inlscape/filters/filters/filters.svg, I would guess if you delete everything in the file, except the filter, it would work?
Hmm used clipping on some of those, so maybe add the filter to a rectangle, delete everything else, cleanup document, then delete the rectangle for an empty svg with the filter.

I have the ABCs category, which had been removed in 0.91, has returned, and it contains 9 Diffuse Light filters. Is that how it's supposed to be?

First thing first, "am I getting to you"?
With all the previous drama, we now have two parallel forums, neither of which is considered or maintained by the inkscape board.
There seemed to be steps taken forward for creating an official one "from scratch" -maybe there is one already running in test mode (?)-, but it's more or less in development hell at the moment.
If the concept will revive, these predecessor forums are intended to be merged together, so mirroring the other topic previously linked may not be the best idea to start with, though noone can tell.
Here the topic may get more attention, which I feel lacking.
Eventually I'm trying to push forward the developer team for some changes related filtering and also a bit of drawing gui wise.

In addition, what I did already is rigging quite alot of custom filters, of which may be more spot on design wise than those already inside the built in filter list.

Just because you don't see people posting "Thank you Lazur", "Awesome", "Amazing", "Great work, man!" etc., etc., doesn't mean your filters or your artwork are being ignored.
I don't know if you've noticed, your topic at IC is showing the highest number of views for that board. This topic and the Iterative Art topic are both showing some of the highest number of views on this board. And who knows how many visitors follow links to Open Clipart to download them. I assume OCA shows download statistics?
I think the history of this forum has proved, over and over again, that members are not interested in that type of social interaction, as gushing, emotional posts about artwork. You know I'm always happy to hear suggestions for IC, and make whatever changes are requested (assuming I'm capable of doing it). But in the end, no one can force people to participate in any particular way, except for how they want to participate.
Deviant Art seems to provide this kind of interaction. A lot of DA members participate in that way there. But a lot of people don't. The gallery at IC can be set up for people to rate images, but no one has ever asked for it. And it's already set up for comments.
Hopefully, the new Inkscape Vectors group/team can come up with some ideas. But in the end, no one can force people to behave in a certain way. It doesn't mean they don't appreciate you or your filters or your artwork. They just don't post over and over again about it.
By the way, have you ever thought about offering your filters to be installed into Inkscape? I mean packed with Inkscape, so that people don't have to install separately. I don't know exactly how to do that, but it would be easy enough to ask someone. Probably they would not want to install the entire packs, but you don't know either way, unless you ask.
Regarding the forum issue, I can make a post about it, if anyone is interested. (would be off topic to discuss here in your filters topic) But the short version is that the Board still does want an official forum. They just don't have any place to put it (and don't want to pay for a place ) (and don't want to find a way for the community to pay for a place, such as crowd funding or the like) (personally I don't understand why).

Comments/favoriting in DA is mostly from those who have 0 uploads with no intention to showcase any artistic merit.
DA doesn't accept svg anymore, so sharing filters there is impossible.
Last time I checked ocal's statistics it's uploads #6, downloaded #38.
My most relevant feedbacks were
-why there is no sound under my demo video (which got more view than the clipart the filter was shared with)
-why isn't the metal filter pack consisting of seamlessly repeating textures
-how can the filter editor be used -coming from the fb group admin, so yes, I think it doesn't matter if you give the stick, you have to show how to "gothi" with it.

DA doesn't accept SVG anymore?! WHY??? The Inkscape project ought to boycott that or something. Inkscape's main web outlet was DA, for many years, as far as I understand. They used to run the About Screen contest from there.

You know, I think the reason that videos are so popular these days, is because young people are getting lazier and lazier. They want to be spoon fed everything, including their own feelings! Not only can't think for themselves, have a hard time feeling for themselves! And it certainly doesn't help that mobile devices are actually programmed to hold their attention. And if you don't pay them enough attention, they're going to call you back. Those programs totally exploit children and teenagers, who if they would take one second then think for themselves, might realize that! Someone needs to come up with something that is spread through mobile devices that causes mass panic. (I'm thinking about War of the Worlds which taught a whole generation not to believe something just because it's on radio or tv.)
