I've created a drawing and I realized that now my canvas is the wrong size 11x14.
How can I re-size the canvas to 8x11 along with the drawing?

There are many ways to do this, but if you are relatively new to Inkscape, here are two: you can resize your canvas in document properties (file menu). and then select all and scale to fit your canvas, or you can do the scale first and in document properties use the fit canvas to drawing button.
The first may be more precise, since you can use numeric input.

Your first and second methods entail manually scaling the objects, which is not what I want to do.
I think you miss understood my question or I didn't ask it correctly...
I understand about scaling in general object/transform/scale - but the item is already scaled to the correct size on the 11x14. I want the scale to change with the change of the canvas size to 8x11.
Can this be done?

The only suggestion i have then is to draw an invisible rectangle snapped to the corners of your 11x14 canvas. Then in document properties change your canvas size to 8x10. Then select all and scale and move it using the snap functions so one corner snaps to the new canvas and then snap the right corner to maintain correct proportions since 8x10 is wider than 11x14.
Alternatively you can select all, open the transform dialog, scale tab, and scale proportionally by 72.727273%. That's 8/11. Then resize your canvas to 8x10.
I know this is a lot of manual work! Maybe someone else will be along shortly to tell you how to do it without any work involved.
