I think there may be something wrong with the v0.48.0.1 Windows executable
- Download v0.48.0.1 Windows installer
- Install it (previous version is uninstalled in the process)
- Start Inkscape and check the Help - About. It reports: Inkscape 0.48.0 r9654
- Windows Explorer (mouse over) reports that Inkscape.exe is v0.47.0.9
- SUMo also reads Inkscape.exe to be v0.47.0.9
- Inkscape.exe file date is 16-08-2010
Doesn't sound right to me.

Nothing is wrong with the installed files themselves, it's just a (known) small mistake where two files used in the packaging process hadn't been updated in the release branch for 0.48.0. The error is already fixed for the next planned release (0.48.1). [1]
