Hallo I am a newbe in Inkscape. Installed in win7 ad launched. The program open ok but no one tool do nothing. I try to explain better. I select square path but it do not draw anithing, the same text tool, freehand tool and all hother. The soft is not freeze because I can select, for example, colours, fonts etc.

Are you using a graphics pen and/or tablet (such as Wacom)? If so, there are some settings in Inkscape Preferences (File menu), which need to be addressed. Also, if you happen to have your mouse on the tablet, it prevents drawing.

If that's not it, did you happen to install using the .7z (zipped) package, instead of the .exe installer file?
