I have a picture who is 1200 mm x 80 mm great. I want to transform it to 86 mm x 54 mm
Is this possible with Inkscape?

Yes.
But you should know that if it's a raster image, it will become pixelated if you scale it. Inkscape is a vector editor, and not the best program for editing raster graphics.
You should also realize that those 2 sizes are not the same proportions - meaning that it will look stretched either side to side or top to bottom.

If it's a raster image, you would be better off using a raster-image editor, like GIMP.

a raster image editor can not correctely reduce or zoom graphic elements (letters, logos,.. )
When we zoom a point "." this will not give a big point"" o ") but the double of one point " . " is 4 points " :: ".

Then what you want to do is convert the raster image to vector. Try Path -> Trace Bitmap...
Once it's in vector form, you can zoom any amount.

I only gave a very brief answer, because unfortunately, we had to do a good deal of guessing about what kind of "picture" you were asking about. Usually when someone gives such brief info, they are talking about a JPG or photo.
I'm afraid I don't understand what you mean about zooming on a "point". By "point", do you mean like a dot? (It's confusing, because some graphics programs use "points" to mean what Inkscape called "nodes", which are vector elements. But if you mean like dots, then I don't understand about the 4 points.
If you zoom in one a small dot, it will appear to be a big dot, or even a huge dot, not 4 dots.
So if you could clarify your question, with as much detail as possible, we could give a better answer. Please feel free to use images or screenshots, if it would help to make it clear.
(Or maybe by "point" you're referring to pixels???)
