With all due respect, I don't think we're qualified here to answer that easily.

However, I believe the situation is as follows. The Inkscape team releases their final code (in this case, 0.48.2) then posts it at Sourceforge. Then the various people (who are assigned or simply volunteer to help) compile a version for MacOS, Windows and Linux.

So the answer as to "when" is probably "Whenever it arrives".

Any day now, just getting the packaging sorted for the different platforms.
