Would I be able to write, take notes, fill in forms in my own handwriting and/or printing?

Welcome George!

I don't think Inkscape is the kind of program you're looking for....unless you're thinking of making your own handwriting into a font? Font making is very involved, as far as I understand, but Inkscape does have some tools for making a font. SVG Font Editor. I haven't seen any tutorials though, so you'd be on your own with that.

Or maybe you can tell us a little more about what you want?
