Example
Top Half Picture layer
bottom half text layer.
....
So I can give each layer its own boarder and color.

You can create new layers in the layers tab (Shift+Ctrl+L).
You can move objects to next layers by pressing Shift+PageUp+PageDown.
You cannot set different image borders for each layer, as that is set globally to the svg itself.
Same with the background colour with a bit difference: that is displayed only through inkscape, as that option is not in the svg specifications.
You can set it with the page borders at the document's properties panel (Shift+Ctrl+D).
