Hello !
I started with inkscape a few weeks ago only... I am now looking for a way to apply the colors by dots to give an american comics-like effect to my creations. Is there any filter or any other way to do that ?

I haven't looked at IIog's references, so I couldn't be repeating what's been said.
What I'd do is create my own dots pattern:
Somewhere off the drawing area, Ctrl-Click with the pen tool place a couple of dots of the colour you want (that doesn't work on my development version, so I used the circle tool to make a small circle and copied it). I placed them at a 45 degree angle, so their bounding boxes just touched.
Select the two dots, and do Object->Pattern->"Objects to Pattern" (Alt-I)
Then, select the object you want filling, and set it's fill to "Pattern". As you make more patterns (for different colours) you'll have to select the right one for each.
