I don't see Buket Fill tool on my toolbar. My inkscape version is 0.92 on Slackware Linux. What should I check? Without the tool, I cannot fill a region closed by a set of surrounding lines in my graph.

It's possible that the Inkscape window is simply too short. In that case the last few tools will be moved to an overflow menu - look for a small right-facing arrow at the bottom of the toolbox. Also try mousing over the bottom of the toolbox in case the button is there, but a themeing issue is preventing the arrow appearing on it.
If that's the case, and it's a physical limitation with the height of the screen rather than just that you've made the window too short, there are a couple of things that might help to reveal more icons by default:
1) View > Wide. This mode has fewer toolbars at the top of the window, leaving more vertical space for the toolbox.
2) If you're working heavily in Inkscape, press F11 to switch to full screen mode, gaining you some extra pixels that are usually taken up by the OS and window widgets. Not so good if you're switching back and forth to other applications though.

It's possible that whoever compiled Inkscape forgot to include potrace during compilation. When it's installed, the paint bucket tool and the Path > Trace Bitmap dialog become available.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!

I had no idea they were dynamically added to the UI based on the included libraries. That's really useful information. Not wanting to sidetrack the thread too much, but are there any other obvious examples of that which would be worth knowing about?

It's half-dynamical - only compile-time counts. If you don't have potrace installed during compilation, and then someone installs it later using the package compiled without, it's still missing.
