Not opening "certain" svg files

Lately Inkscape had been getting strange in it's behavior, certain fonts can't be found, and certain svg files I have downloaded won't open I have used Inkscape for several years, and have never had problems like this.
I am running 0.48.4. I will add a sample of one of the files and maybe someone can try loading it. let me know if it works for you.

Hi.

No problem opening your example file.

Try deleting or renaming your Inkscape preference file preferences.xml.
On my Win7 system it resides in; C:\Users\Ragnar\AppData\Roaming\inkscape\
If the file can not be found upon starting Inkscape, Inkscape will create a new one with default settings.

nope, in fact Windows won't even let me change the default program for svg files, to Inkscape, I will have to find out why that is.

It doesn't open with inkscape here too on opensuse.
Gedit shows it was made with illustrator.
After changing the <svg> tag's attributes at the starting lines by pasting in from an inkscape svg, it works well.
This version is saved as through inkscape:

OK, on default program issue it appears IE is "hardwired" to open svg files, there is no changing it so far, I will tackle that another day.
