Circle function doesn't work.
I get a rectangle. See attachment. I have Uninstalled Inkscape and reinstalesn't work.

Hi.
It does.
Check the fill and stroke attributes.
Opacity is lowered to 4%.
Fill has additional lowered alpha value.
Has no stroke.
Draws an arc from 0 to 71,390°.
Switch to outlines only rendering mode if you don't beleive your eyes -Ctrl+5 on the numpad twice.

Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
