Don't uninstall and reinstall Inkscape.
If you installed the font already, uninstall it.
When you try to install it again, look and see if there is such an option as "Install as Admin" (or "Administrator"). I don't think there is, but I don't have Windows 10, so I can't say for sure. If you find that option for installing the font, then use it.
If you don't find that option, as far as I know, you will have to create a new user account on the computer. You don't have to customize it (unless you want to), just create one. And you don't have to log in to it. Just creating it will give you another option for installing the font. I guess you might have to restart your computer after creating it, but I don't know for sure.
Then when you try to install the font, you will see a new option "Install for all users". If you use that, then you will see the font in Inkscape.
I do hope there is such an option as "Install as Admin", but I just don't know for sure. Will you let us know if you find it?
