flaky IME action
I have used inkscape for a number of years and am amazed at its ease of use and variety of applications. I do however have one problem. I am using ubuntu 12.10 and the Anthy IME through Ibus. when trying to enter japanese text, sometimes I get an IME window, most of the time I do not. this is a problem because you type the phonetics out on the keyboard then go shopping from the kanji and kanji compounds that come up in the ime window. more often than not the window does not appear, nor do letters appear on the canvas. pressing enter will give you phonetic "hiragana" and pressing f7 gives you the other phonetic "katakana" as expected. but it appears out of nowhere. when the ime window does feel like coming up, its position appears wherever it feel like. can be rather frustrating.

Re: flaky IME action
I figured out why sometimes the ime window won't show up. if you make a bounding box with teh text tool, no ime, if you just click on a point and start typing, it works. strange. should I file this on launchpad?

Welcome to InkscapeForum!
I didn't answer yesterday because I don't know what IME or lbus is, or some of the other words you used. But your 2nd message gives me a clue that you're using the Text tool. If you drag out a text box before you start typing, you'll type Flowed Text. If you just click once and start typing, you'll type regular text. Regular text is preferred if you're planning to use the image on the internet, because flowed text won't show up on the internet (or maybe it shows up, but looks wonky, I'm not sure exactly what it does, but for some reason, it doesn't work for images on the internet).
I'm not sure about the placement of the cursor. It used to be that when I clicked to start typing new text, the cursor would start above the point where I clicked. I just had an idea about it though, and went to test. But now when I click, the cursor sits right on the line where I clicked! I don't know what I did to change that.
Maybe someone else can answer your other issues. I don't think it's a bug about the IME window, but I don't really know for sure. You certainly could search launchpad for similar bugs, but I'd hold of reporting until you're sure it's a bug
