In Inkscape, there is a nice black line around the image. Is there a way to export that to pdf? I've found several things online that say you have to manually draw a rectangle, but that seems odd... and then if you change the image size you'd have to keep making the rectangle follow suit. I swear I've done this before, but I can't remember how.

Are you talking about the Stroke around an object/image?
Or are you talking about the Page Border (Doc Prop dialog, Page tab)?

I don't know what the "stroke" is, but I think I'm talking about the page border. If I uncheck "show page border", the line I am talking about disappears. I want that line to be saved with the final image.

You would have to draw a border around the image, so that it becomes a part of the image. Then it exports along with the rest of the image.
As for resizing, as long as you have the border selected with the rest of the image when you Scale it (Select All), the border gets resized too, all in one step -- because it's part of the image now. This is for .svg. I'm sorry that I don't know much at all about .pdf, but the border is now part of your image, and should be scaled along with the rest of the image.

What I usually do is draw something, then in document properties "fit page to image". I was wanting the border to be automatically sized when that happens, but I guess its not that big of a deal to just draw my own page border and then draw inside of that, so when I "fit page to image" it will just fit to the border. Just seems like an extra step.

Yes, I guess it does....I can't speak for the developers, but I'm guessing they think most people don't want a permanent border. It it's a big enough issue for you, you could always submit a feature request to Launchpad.
