I just downloaded zip file "inkscape-0.47pre0" and when unzipped it I couldn't find any .exe file to launch the program. Please help me with launching this program, I badly need it.

It sounds like you may have downloaded the one for Linux by accident. Download the latest version development version for Windows from here http://inkscape.modevia.com/win32/

Try here http://portableapps.com/node/2874 I don't think there's a portable version of the 0.47 prerelease. If it's made it'll appear once 0.47 has been officially released
