Snap to Page Border

Snap to Page Border

There's an outline of my page border but I can't snap my background rectangle cover to this border? I want to make a frame as well to snap to this page border. How do I do it?

Menu: Edit>Create Guides Around the Page...

I'm using Inkscape 0.92.2 (5c3e80d, 2017-08-06), 64 bit win8.1

Or just enable Snap to Page Borders (it's just above Snap to Grids in the Snap Control bar).
