Controlling the bounds of a filter's effects.

To recreate this context, do the following:
- create a shape which a filter can be applied to (i created a simple rectangle with rounded corners)
- apply to said shape the (Bevels > Raised Border) filter
- now apply a (Color > Invert) filter

the bevel filter works great, but the invert filter only works within the area of the original rectangle, resulting in a seam around the edge of the button (im making a button) where the blur from the non-inverted image is not affected. This makes it look like a spraypaint template was used (think graffiti)

so how can i change the area that a filter is applied over such that the seam is no longer there? I could just invert the image in gimp, but changing the bounds of a filter is a very useful thing to be able to do.
