The lightness of "nothing" is the same as white.

add a white square behind the circle to prevent the large dots from rendering there.

That's not the problem.
1)Create columns and rows abnormal.
2)creates dots scattered randomly outside the figure
3)Not shrinks and spreads as it should do.

Not anything I should do, and also does strange things???

Tried this repeatedly with the Tiled Clones feature, no luck... so now what?

1. I moved onto the Filters Menu, >Filters >Overlays >Speckle

2. Then open the >Filters >Filter Editor Menu

3. Right Click the original "Speckle" Filter then Copy and Rename it. In this example I renamed it to "Speckle444", check the copied filter to enable it and disable the original Speckle Filter by unchecking it.

4. Then move to the Bottom of the Filter Editor Menu and select the "Effect Parameters" tab, Use the 'Pull Down' Menu to select a given parameter in this example I changed BOTH the 'Turbolence' and 'Fractal Noise" and set them as follows

>Base Frequency: 0.382
>Octaves: 6
>Seed: 3

done

IMHO, this is much easier to use than the tiled clones feature (for this effect anyway) and provides a nicer looking effect to your work. Hope this helps..

Most issues with erratically behaving tiled clones are caused by Bug #168651 in Inkscape: “"Tiled Clones" inside transformed groups broken”:

Changing page format or size (height) or orientation adds a transformation to all top level layers (which are basically groups)). To avoid issues with tiled clones, start with a new document using on of the default templates shipped with Inkscape, and only resize the page at the end (or after working with tiled clones).

Secondly make sure you are not working inside a group that you pasted or moved around the page earlier: working on tiled clones inside such a group can expose the same behavior as when the page was resized: erratic distribution of most variants of tiled clones.

I use default new document. And risize a page. I did not do anything else.

Resizing the page triggers that bug. Avoid it or do it after you created the tiled clones.
