I did try to search an answer, but there are many "Menu" questions and none are on this topic.
I am in Israel, I have some right to left programs, but my Win10 is in English and I have no idea why menus (and more problematic: toolbars!) are right to left.
I'd rather have the menus as in english.
But the right to left toolbar is really annoying (see picture and colored marking)
Just (please) let me have a regular english version!

Seems something in your system is still set to Isreal / Hebrew. I can't tell what, as you're on Windows, and I'm not. Can you check your location, language, etc. settings more closely once again?
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
