1. If 'File > Inkscape Preferences > Interface > Language' is set to the top entry 'System default', Inkscape will use the system language settings for the menu and other interface elements (messages in the status bar, labels on buttons and tabs, etc.)
2. If you explicitly choose a specific language in Inkscape's Interface settings, it will override the system settings, and the specific language will be used for all translated interface elements (be it menus, button labels or messages).
