I need a lot smaller steps to adjust my brightness. Is there any way to do this?

Are you applying "Brightness" to the vector or bitmap?
However, if you need uniform change on that image you could duplicate it, move it behind the original one, set it`s color to white and then adjust transparency of the original one (above). Layers could be of some use/help also but mostly depends of the content of your image.
