Hello! Full disclosure, I have also posted this elsewhere as I am desperate for some help ASAP because I'm feeling pretty bad about how long this job has been taking me and any and all help is so greatly appreciated. Anyway, I've made a few little logos for friends but up until recently only used Photoshop for them and never knew that they needed to be vector images in order to be done right so I've switched to using Gimp and Inkscape. I can typically figure most of what I need to know for editing by googling and browsing the forums, but I cannot seem to specifically find what I need and it's beginning to get very frustrating lol especially since it's probably just that I'm using the wrong search terms!
Basically what I want to do is remove pieces of certain layers to view the layers beneath, I want to make the logo in the first image in Inkscape in high quality but can't figure out how to get the images to overlap or "go under", whatever it is called. I have added each piece of the logo so far into their own layers but I cannot figure out the next step. Any help or suggestions would be great! The second image is where I am currently at in the process, I want the wrenches to appear to be underneath the banner but poking out the same way they are in the original logo that I made with Photoshop.

I'm going to assume this is a 4-color printed on black, so the black needs to show-through.
Portions of the work will need to be removed, based on other shapes.
I'd look at the section on boolean operations:

You will probably need to make a number of duplicates of your objects to get the job done. I'd keep the originals outside the page area or in a hidden layer to use as sources for for revisions.
When finished, I'd save a copy as pdf for the printer and keep the original Inkscape document for editing/revisions. (Assets outside the page or in hidden layers will not show up in the pdf.)

I may be misreading this in a huge way, but to me it sounds like you're just confused because you're coming from raster context that manipulates layers primarily. Although Inkscape has layers too, you don't have to use them at all to be able to order things on Z axis. Inkscape deals with objects directly, and can order them to be below or above each other. There are "Raise" (Pg Up) and "Lower" (Pg Dn) options under Object menu. Select an object and move it front or back with these.
Layers can be reordered too, but they aren't necessary just to reorder your drawing. The sooner you switch awareness to objects and not layers the sooner you'll love Inkscape for its intuitive interface

Prkos - Yes, you read correctly because I have been very confused since I started heh it totally makes sense that I need to start focusing on the fact that they are objects and that each piece doesn't need to be turned into layers, so thank you for the tip.
Tylerdurden - Thanks a ton, I think this might be exactly what I need to look into, I am starting over today and I think I will mess with the paths first and see what I can figure out. I'm pretty sure I understand what you mean by needing to make duplicates too, if for example I needed to do more than one section of one of the objects with different paths, etc I may have to do it in pieces?
