Welcome to InkscapeForum!
I think you'll have to use Path menu > Object to Path. Of course, it won't be editable as text after that. But it would not have been editable in PNG anyway :D

But you do have to open it in Inkscape, right? Or are you using the command line, or some kind of script?

If you open in Inkscape, you can simply select the characters, and do Path menu > Object to Path. Or maybe there is some way to do that from the other software?

Oh, I'm sorry. Now I see that you said that in your first message. Somehow I missed that. I don't know much about using the commandline, or why the chinese characters won't export under Linux. Perhaps there is a bug? You could look at Launchpad https://launchpad.net/inkscape which is the bug tracker for Inkscape. Also, you might check the Answers section, which is something like a support forum. Maybe some info there?

I don't really feel comfortable suggesting that you make a new bug report. But if you don't find anything else about it, maybe you could try posting the question in the Answers section. Then if it seems to be a bug, they will be able to advise you about making a bug report.

Or maybe someone will come along here, before too much longer, who has the answer for you. I"m sorry I couldn't be more helpful.
