Hi carot welcome to the forum!

A lot of fonts contain card symbols so you can take care of the letters and symbols with text objects. The rest shouldn't be too hard to do either.

What is your experience level with Inkscape or vector graphics? Try reading some simple tutorials or viewing video tutorials about Inkscape as an introduction to basic object editing.

Well, you could just import the JPEG, but it would remain in raster format, either embedded or linked to the SVG. Or you could use Path menu > Trace Bitmap to convert it to vector. But I really like prkos' idea of finding a special font, to make your own characters. Then they would automatically be in the vector format, and you wouldn't have to worry about converting!
