When I open this file

in the same version of Inkscape in Windows:
http://daviddoria.com/Uploads/windows.jpg
and Linux:
http://daviddoria.com/Uploads/linux.jpg
the text is positioned differently (as you can see in the screenshots - the "d + epsilon" near the lines on the left of the house). Is there any way to make this behave identically across platforms?

You have used the generic font 'Sans' for the text: this is not specifying an exact font to be used, but asks the font backend of the local system for the default sans-serif font:
on unix/linux-based systems - depending on the local font configuration - the actually used font is usually 'Bitstream Vera Sans' or 'DejaVu Sans', whereas on Windows 'Sans' is rendered in 'Arial'.
Try using a specific font installed on both systems.
