Bug? Transform scale confused by Geometric Bounding Box

Using Inkscape V0.48 on Windows 7 Pro 64-bit, on this:

(attached) clicking Scale Apply gives the wrong size:

This happens only if the stroke width is non-zero and Bounding Box is Geometric not Visual.

It seems to me that Scale is failing to respect Geometric BB. Or have I misunderstood?

chrisjj, perhaps you would like to search Launchpad yourself, if you think you might have come across a bug? https://launchpad.net/inkscape If you search Launchpad and don't find anything, then you could post a message about it in the forum, to allow others to test.
