Noisy/color-distorted renders?

Noisy/color-distorted renders?

Today, I've been trying to create a new desktop background for my laptop. I found a public-domain image I liked, but it's an *.svg. No problem, scale the image larger to the appropriate dimensions and render as a png, I've done that before with Inkscape--so why are all my renders coming out looking like low quality jpegs? There's noise everywhere, and the colors are coming out dull. Compared to my desktop icons, the background looks washed out. I have tried rendering larger and smaller, rescaled the image before/after the render, fiddled with the png in photoshop (changes some things, does not really address the problem,) and I've tried other file formats. I've tried compressing the image differently, I've tried not compressing it at all. You'd think the latter would have some effect, but clearly not.

Is there something really obvious I'm overlooking or misunderstanding? I've spent an embarrassing amount of time googling around -- I might need to give this a rest and just get a different background, but this is my last ditch effort.

That's a link to a PNG file (raster data), not an SVG file (scalable vector data). Could you share the original SVG file used?

Oops, yes, sorry, I had contemplated posting both pictures but I guess I got my links mixed up when I decided otherwise.

Here it is.

I'm using Windows 7.

You'll never be able to scale the PNG without distortion. You'll need to scale the SVG itself, then convert to PNG. I can't speak to the washed out colors, unless that happened after you scaled the PNG. But that said, the colors don't look washed out to me, in the PNG you showed us. I wonder if you could have mixed up the files, and scaled the PNG instead of the SVG?
