I don't understand why My ruler units can't be changed to inches. I'm sorry but in the USA no one uses the metric system. As good as it may be we use the English system here. I come from a MS windows environment and had always used CorelDraw. There was no problem there, I could change the units to whatever I wanted.
I checked in Inscape preferences and there was no way to select ruler units there. I checked in Document Preferences and found I could select the ruler units there.
My problem? It didn't work! Why? Why are Linux apps so buggy?

The ruler units change when you change the Default units setting in Document Properties (it makes sense to keep this there because units change from document to document), it's on top of the dialogue. Maybe you changed the Units under Custom size?
If it still doesn't work let us know your platform and Inkscape version so we can check.
Your last question is an impossible one, how did you come to such conclusion? All I can say is I've experienced far less bugs and instability since I moved from Windows to Linux, and generally speaking almost by definition there are no applications without bugs.

Thanks prkos, I did finally find the correct item to change. probably the libre suite is the least buggy of all of them. i Spoke out of frustration with NetBeans and other developer type software and Ubuntu and Linux in general. Well it's free after all and in Linux especially there is tendency to develop for the "nerds". the ones with a lot of technical expertise. In the good old days they were the assembly language programmers! Als, I'm retired and Computers and electronics have passed me by 
personally I think this approach is wrong. The K12 homeschooling org is sweeping the US right now, and it is all on-line computer based. If Linux was simpler to learn this would be an excellent opportunity for cash-strapped school systems to cash in on.
