Consider we have a bubble with appropriate gradient and shade. Is there a function in Inkscape to create a pattern of the bubbles. We need two things:
(a) semi-randomly altering the size (generally, upper bubbles are larger)
(b) randomly deforming the circle shape.

Size and rotation can be changed randomly. Take a look into the spray tool options (http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Spray.html - a bit outdated, some new options have been added, see http://wiki.inkscape.org/wiki/index.php ... Spray_tool).
Then, afterwards, you could still modify the bubbles with the tweak tool, see http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Tweak.html .
