i'd like to know if it's possible to import a PDF in a new SVG File (or convert a PDF to SVG file) in command line...

and if it's possible.... how??

You might have a better chance of getting an answer for this on a Linux forum (I assume your PHP application will be on a Linux box). I think you'll need to read up on Ghostscript.
