.
In a different post, I've been given help in cropping a photo.
The result is a rectangle the same size as the original photo before cropping.
The lower two-thirds is the cropped image. The upper one-third is now white, corresponding to the canvas. There's an irregular border between the upper and lower parts, corresponding to the cropping.
How can I make the upper one-third a different background, for example beige, using the same irregular border?

I'd just put a filled shape behind all other elements.

Have a nice day.
I'm using Inkscape 0.92.2 (5c3e80d, 2017-08-06), 64 bit win8.1
The Inkscape manual has lots of helpful info! http://tavmjong.free.fr/INKSCAPE/MANUAL/html/
