The problem is basically the title. When using a Film Grain followed by a Motion Blur Filter to create a simple, cheap fur effect, it appears hardly noticeable on the exported image, while it looks perfectly fine on the initial SVG file. Is there any method to make the filter effects more noticeable? I have skimmed through the archive and the manual, but have failed to notice anything relevant to this issue and I apologize if I missed it. Thanks in advance to anyone willing to considering to answer my question.
Additionally if needed, I could probably show a few images to give a better visual on my problem.

Welcome to InkscapeForum!
When you say "exported" do you mean you exported a PNG? Or did you save as another format? There are some formats which can't handle transparency, or other filter effects. But if it's a PNG, it should look just like it does in Inkscape.
If you could share the SVG file with us, we might be able to figure out what's going wrong. Also, it would be helpful if you could show us your results. A screenshot will be fine to show us your results, but we need the SVG file to find the problem. And this is assuming your export is a PNG. If it's another format, one which doesn't support filters and/or transparency, we can't fix that.

Hello and thank you for offering me help. The option I have been using is "export as bitmap" which appears to make a PNG file, as when I used "save as" a PNG previous to this issue, I got a different strange problem, in which certain layers seemed to outright vanish.

Yes, you're right, the Save As Cairo PNG issue is really irrelevant. It's not capable of displaying transparency, among several other issues. You've done it the proper way with Export Bitmap.
Ok, I see how the effects used to simulate fur almost completely disappear. I could guess about what might have happened, but as I mentioned before, we would need the actual SVG file. Then we can download, and open in Inkscape, and search for the problem.
My first guess is that parts of the filters lie outside the page border, and that you used the Page option in the Export Bitmap dialog. If you use the Page option, only what's entirely contained within the page border will show up. (Filters tend to take up a lot of space, and you can't see it unless you select it.) If this is what happened, then using the Drawing option should solve it. But there could be other causes. Actually this is a pretty wild guess on my part, lol!
You could upload as an attachment to your next reply, or upload to the host of your choice, then give us the link. ImageShack won't accept SVG, but http://imgh.us does. Or wherever you prefer

When using the export option, I used drawing, so it rules out that possibility unfortunately. I should also mention, that after tinkering with it a great deal more, it seems to semi-fix itself when I lower the DPI, lowering it to 50 being more or less what I'm looking for. While I could probably live with it, I would much rather keep the image quality/size to that of 90~ DPI if possible. Being the broken record I am, once again, thank you for your time and consideration into my problem.

I'm having that same issue when exporting a film grain filter on my file. I also noticed that it seems fine when small, so what I ended up doing is exporting it at 100% dpi rather than anything higher. That gets me the best result for now.
Sure wish Inkscape could handled saving as a jpeg directly, maybe one day.

But the PNG is shown at it's full size. So that explains the apparent difference. But I don't understand why that happens. My best guess is that it's an optical illusion. But I wonder if there's something about the filter, or how the filter is made that does this.
I know that some filters are meant to be used on small objects, and don't work at all on large objects (and vice versa). And this may be an example of that. When you zoom to 200%, or even just to 100%, the filter looks very different than it does on 20%. In fact, it doesn't even look like fur any longer. And if that's the case, I'm wondering if there might be another way to create the fur texture.
So anyway, hopefully someone else can explain why this is happening. If it were me, I'd start looking for another way to depict the fur. Whoever happens to reply might have some tips for tweaking the filter, so that you can still use it. But it won't hurt to think of other ways, while you wait for someone else to reply. Maybe you could create a custom, possibly tilable pattern?

Oh I suppose it's quite alright
, I'd be happy if someone could come along and add more clarity into the issue, but I suppose I'll live. I figured I could probably do a fur texture pattern, but I thought I'd try to see if I could stick with the cheap, easy method XD . Oh well, guess I'll have to stop being quite so lazy and teach myself how to do such things with this program. (I'm sure the manual will probably tell me how)

Hhm.....well for me, fur would be very challenging. Others might have some ideas.....OH! I remember a tiger that someone did a few years ago....microUgly, I think it was. And IIR, made comments about drawing the fur. Let me search that out for you. It should be very helpful, if my memory is serving me accurately, lol.
It might not be right away, but I suspect that someone else will offer some comments about that filter. (Although of course my crystal ball

Actually, speaking of LPEs (Live Path Effects, Path menu > Path Effects Editor) the LPE Hatches might work fairly well for drawing fur. I've played with it a bit, and it takes some time to understand what all the many options do. But once I got a handle on it, I found it quite versatile. Don't be put off by the default line that's drawn, the first time you try. Interesting, I'll be sure to look into the tool and see if I can make any magic happen with it x3 . Additionally, while I do agree that the tiger is very well done, I'm not sure that's the exact effect I'm looking for, but perhaps I'll give it a shot anyways and see how it turns out. Sorry for not responding for a few days, I got a bit distracted with other things XD . Once again thank you for having attempted to solve my problem and for the additional helpful information/tips.

While tedious, I have applied the jitter node effect to a straight line and used that for fur.
I've also used the ripple effect, just depends on what you are doing, works for my cliparts fairly well. I think I may have tried the motion/movement one too. Can't hurt to try them out. The jitter node was the best, but it is so time consuming, even with duplicating it.
