I just uploaded this alternate file to replace your filters.svg in your Inkscape filters folder : http://www.openclipart.org/detail/84109
Just backup the previous file and replace it with this one. It contains all previously existing filters + a bunch of new ones like posterizing, litho, funny painting, canvas bumps filters, etc.
Just some tips : inside filter settings in the Filters Editor, play with Blur and the different Saturation and Hue rotation Color matrices and you will obtain fast interesting changes.
Sorry, the filters tooltips and definitive names are not fixed at the moment but the filters work very well.

Looks good. Have been trying them out on a photo I took this summer. Not sure if this is a symptom of using such a large image of not, but some of the filters appear to pixelate my image when I would not expect them to. - for example the "felt feather" ones look fine when used on simple objects, or even portions of the big image, it looks very strange when used on the entire image.

I tested Felt feather on big images with no problems.
In fact the only primitive difficult to use when you resize your image is "Convolve matrix" because at the moment it's not resolution independent and thus you must use it at 90 dpi and if you want create a bitmap copy or export your result to a bitmap the original image should be positioned at en exact and entire pixel location without decimals or centesimals (for example not x : 143,001 and y : 25,582).

Ok I think this is due only to Inkscape preferences/Filters. If you put them on a better quality that will avoid pixelization. But this is only a display problem and it has no influence on bitmap export or conversion.
