The screenshot doesn't show what kind of object is your image built up of.
Assuming it's a group of paths with strokes and with no fill.
Then it would go:
- duplicate group (Ctrl+D)
- ungroup object (Ctrl+Shift+G)
- combine paths (Ctrl+K)
- convert strokes to paths (Ctrl+Alt+C)
- break path apart (Ctrl+Shift+K)
- add objects together (Ctrl++) or deselect the largest path and delete the rest (Del)
- add a wider stroke to the path
- [move path to the bottom (End)[/list]
In a nutshell.
If you don't want the wider stroke to be rendered inside, in 0.92 you can add a white fill and set rendering order in the fill and stroke tab so that the stroke is below the fill.
Previous versions needed two paths for that effect -one with fill only above one with a stroke.
