Is there any method in Inkscape can "scale" selected objects, that just redistribute them rather than change their sizes and shapes, namely, just change objects position proportionally?

An alternative method is described here (scale up the selection, scale down same selection with the option '[x] Apply to each object separately' checked to revert the prior scaling fro each individual object)
