BUT INKSCAPE works with select to SWATCHES (TOOLBAR-PALETTE) or change vaule RGB..

the other way is to convert the text to a path, and apply the color to your desired selection of letters/words. but then you can no longer edit as text.
"You can use a picked color if needed, too - but it requires a two-step process: switch to the dropper tool, hover the area with the color you want to reuse for portions of your text, type 'Ctrl+C' to copy the color value to the clipboard. Switch to the text tool, highlight a part of your text object, and paste the color value from the clipboard into the 'RGBA' field in the Fill&Stroke dialog (Fill tab). Keep in mind to adjust the last two values (usually 'ff') at the end as needed (the 'A' of 'RGBA' for the transparency of the color: '00' is fully transparent, 'ff' is fully opaque."
