I do the business as stated on the Inkscape home pages - both English and German (Edit - Preferences - Interface or in German, Bearbeiten - Einstellungen - Benuzeroberfläche), but the option Sprache (Language) in is not there. I get Window, Grid and Shortcuts (Fenster, Gitter, Tastenkürzel).
Why not? I installed the complete version (0.91)

Had the same problem, solved by removing all BUT the EN_GB directory in installdir\inkscape\locale directory.
