No - AFAICT it is not in the 'Changes' history of the configurable keyboard shortcuts file nor in the file itself ('share/keys/default.xml'). There are no keyboard shortcuts for any of the settings inside of the 'Fill & Stroke' dialog (or other dialogs).
I can't find a feature request specifically about adding a shortcut for the fill-rule in the bug tracker either.

Back and Forth? do you mean swapping the fill and stroke colors, if this is what you are looking for you can do this by RIGHT Clicking the Fill Style Indicator bar at the bottom left corner of the Inkscape Window. When Right Clicking a Pop-Up Dialog will appear allowing you an option to "Swap fill and stroke"

Thanks Vwan but I actually meant changing from even odd to nonzero and back. Not a frequent thing but it sometimes might come in handy to have a shortcut.
The GIMP has a very useful feature that I would love to see in Inkscape - 'use dynamic shortcuts'. That would make these unusual shortcut requests much easier to implement - (but not this one since there is no menu item for this command).
