I would like to be able to create a line in the following manner:
Enter length, enter angle (numerically).

So, to obtain the following line (from point 1 to point 2), I would like to enter 2mm, -45°

I then would like to be able to continue drawing in that way from point 2 an, so I would like to expand it by 1 mm, 0°:

Is there a way to achieve this in Inkscape?

No. There was work on a drafting tool that would (iir) do this as well as a bunch of other drafting type things, but I do not know the state.
