I'm on a Win7-64 system with Arial Reg/Bold and Arial Black fonts installed.
In IS, the Arial Black font appears in the font list, but when it is selected for use, the text appears not in Arial Black, but instead in Arial Bold and the properties show as Arial (Bold).
Its like its saying "Yes, Arial Black is available", but when I ask for it, IS says "Oh, wait, we're fresh out -- here's Arial (Bold) instead."
What the heck is going on?
These fonts all work perfectly fine in all other applications I use. (Adobe Irritator, CorruptDraw, MS Punisher....)

I thought that's what Arial Black is -- Arial that's bold. Is that not the case? Maybe you could show us an example of what Arial Black is supposed to look like, compared bold Arial?

Oops, nevermind. I'll look in my Fonts folder for examples.
Hhhmmm, interesting.....Arial Black doesn't appear in my fonts folder. But since Inkscape only uses installed fonts, and I do have Arial Black in Inkscape, this leaves me quite perplexed. And still in need of examples

Ok, I figured it out. Once I preview Arial, I have 9 kinds of Arial, including Arial Black. And I see that Arial Black is supposed to be sort of like bolding the bold Arial. Definitely heavier than bold Arial.
I can't explain this, but await eagerly the explanation of those who can explain it

Bug #595432 “Clicking Arial Black selects Arial Bold”
(Tip: applying a font like 'Arial Black' via menu 'Text > Text and Font…' works just fine.)

I'm using Microsoft’s Windows XP Service Pack 3 with Inkscape 0.48.2 r9819 and I get the same error when I take the from from the drop-down list while using the

~suv’s advice of “Text > Text and Font...” works fine. But I must admit: Text and Font... is my preferred font tool so I never really noticed this bug.
