first of all i love the option to link because it keeps the file size down and keeps it from bogging down the program but....
where is the link manager? i know there has to be one, i had a project that i started at work and then brought it home and all the linked images were missing. i had a folder that i started just for the project and saved the project and the linked images in this folder rite from the start in hopes that this wouldnt happen but it did. anyway i figure i can just update the links but i cant seem to locate the link manager.

Hhhmmm....I haven't heard of a links manager. Even if you're moving a file containing the SVG and the linked images, to another computer, that causes the original link to change. Then Inkscape can't find it. If you want to move an SVG containing imports, from one computer to another, you'd have to embed the imports.
If you don't want to embed the images, you could set up some Guides where the imports should go, and be able to precisely position them. Then just import them anew, when you bring the SVG home, or back to work. I know that's not ideal, but I don't have any other ideas.
Maybe someone else will have an idea?

programs like quark and indesign that allow you to link images usually have a link manager so that you can update links and also just have a general cach of what images are/were linked before the links were broken and gives you the info you need to "collect for output"

The bottom of that wiki page lists it as being in the "Proposals" category, so I think that page is just a blueprint for a possible addition, it doesn't refer to a feature that currently exists.
The best workaround I can think of is to use the XML editor. If you click on one of your linked images (or the broken link image) and open the XML editor you'll find an entry for the xlink:href attribute which stores the path to the linked image. If the image is in the same folder as your SVG file then you can reduce this path down to just the filename and it should continue to work as you move the folder back and forth between machines.
