Hi!
I'm new in using Inkscape and want to know how to select and bring to front one of two overlapping objects (in the same layer)?

Alt + click selects objects that are behind other objects, so you can use that to select the object. You can also switch to Outline mode and select it there, in some cases this is easier, or even use XML editor to select the correct object, when other means fail.
Once you have the object selected use PgUp to move it up in z-order, or Home to bring it to front of all objects. PgDn and End do the same in the other z direction, pushing behind objects.
