When using in a Shape mode. The default width of the path is set to 1.00 ( which we can change to a desired width). My query is, can i set path width permanently to say 0.3 or 0.5 instead of the default 1.00.

Yes. First draw a line and set it to the width you want. Then Inkscape Preferences > Pencil and Pen (one at a time) > click Use this tool's own style, and then the bar that says Take from selection. That should do it!

When i click on , again to use it, width reverts to the default 1.00

I forgot to say this, but the line you drew and set to the width you want, it has to be selected when you click Take from selection.
If you did that, and you try to use it, and still get the 1px width, open Inkscape Prefs again and look to see (on the right end of the black bar) if it still shows 1, or your new width.

It may take a restart to kind of "set" the change. For some reason which I don't understand, beginning with v 0.47, changes I make in Inkscape Prefs sometimes don't take effect until after I restart -- the computer, not just Inkscape. I posted a message about it, but didn't receive any comments. I did answer a couple of messages (back when 0.47 first came out) where the restart did the trick. Mine and those systems were Windows. I think it might be an intermittent problem, otherwise there would have been more of an uproar about it. Anyway, that would be a good next step. If that doesn't do it, then I'm baffled.

If you use a shape for the line you cannot change the the width as usual with the stroke width attribute (it has not the same effect in this case -> only the outline of the "shaped" path is widened, not the overall width aspect of it. Notice that the "shaped" path is rendered with a fill not a stroke set in its attributes). The 'shape' is applied to the path as 'Pattern-Along-Path' path effect and you can change the overall width of the line in two ways:

1. using the 'Width' parameter in the 'Path > Path Effect Editor' dialog
2. node-editing the pattern path (click the node-edit icon in the Path Effect Editor dialog)

Changing the default width for lines in normal mode (without a shape) works as described by Brynn (change a path to have the desired new stroke attributes, select it and do «Inkscape Preferences > Pencil and Pen (one at a time) > click Use this tool's own style, and then the bar that says Take from selection»).

It was the Fill width i wanted to change and set to "my preference" from it's default of 1.00 suv.

This is sort of related, and I don't know if it is a bug.
With both the pencil and the bez tool and with last used style set in the prefs, when i draw with no shape it acts as expected, but when I draw with a shape picked it does not in fact use the last style. For instance draw a line with ellipse. it is selected, so either click on a palette colour or call fill and stroke dialog and change the fill. now draw another line with ellipse still picked. In my version the colour of the new object reverts to the previous colour no matter how many times I change the fill. In addition, and what is perhaps the most off putting, the upper right hand fill and stroke indicator has nothing to do with what the tool is going to give you in terms of colour...
With use this tool's own style checked, the shapes will still not follow the fill specified in the prefs, even after picking from the selection...
Is this what others are experiencing?

No worries, I misread your message. I've not used the shape mode part of the pen and pencil tools, so not very familiar.
Now that I've played around with it though, I can see where it will be useful!
