I'm thinking Interpolation. There's both an extension and an LPE. If one end of the band of stripes wasn't wider than the other end, I'd say pattern along path (also, both an extension and LPE). If you use pap, and each stripe will be a different color, as in the example, you'll have to use the pap extension, because you can use groups. Otherwise, if you use the LPE, all the stripes would have to be the same color. Although....actually there may be a way to use pap, even if the stripes are wider at one end. But certainly not if they get wider and thinner and wider and thinner, etc. All of this easily found in Help menu > Inkscape manual, but it's not necessarily easily understandable

So if you get stuck we can help. But someone else might have some other, perhaps better ideas.
Also, if the stripes would be the same width all the way along the path, there's a way to use markers to do it. I'll have to look around for where I put a tutorial I found a while ago, for that.

I just thought of another way. When you mention putting stripes perpendicular to the path using Stroke Paint, you must be talking about using a pattern? Actually you can turn the pattern around, so that the stripes are parallel. However, with a pattern, you can't make it curve along with the path.

I just thought of yet another way, but it will only work to make a solid stripe. So for example, in the image, it looks like each stripe has a stroke and a fill. With this way, which is another LPE called Stitch Sub-Paths, I think each stripe can only be a solid stroked path....and I think all the same color, but I'm not sure. Again, you can find info in the manual, but we can always answer any further questions, if you get stuck
