When I create an object and use a filter it looks fine. If I rotate it using the rotate icons it looks fine. But if I rotate it after applying a filter using the handles it develops a very rough, almost bitmapped appearance.
I looked at the help file, and didn't find anything. Has anyone else had this problem? Any ideas?

Welcome Lisa!
When you say 'rotate using the icons' do you mean the buttons on the control bar that allow you to rotate 90 degrees either clock- or counter-clockwise? Or do you mean the Rotate tab in the Transform dialog?
I'm not sure why you would have this problem using the handles and not the buttons. There is a setting for the quality of the display of filters in Inkscape Preferences > Filters. I believe they are both set at Average by default. I had a similar problem, and once I raised mine both up one notch, the problem went away. I have not noticed any slowness, despite the warning in Inks Prefs!
However, when I got the jagged looking thing, it was not during rotation or any kind of movement. I just noticed it when I opened a document that I hadn't worked on recently. Also, there are a few bugs with Macs, and I wouldn't be surprised if this is one. In any case, I don't think it should cause any problems to raise the display quality one notch, just to find out if it helps.
If either the image or the filter is very complex, it might be a problem related to memory. But the jaggedness would resolve itself within a few seconds...or maybe a minute or 2 if it's a really big file, I would think, if that were the case.
If there is more info about a bug, someone else will be able to explain
