Reduce and save to pdf

I have an svg file with image 1029x621. I need a business card size (88mm x 59mm) pdf file. How do I get that?

Open the document properties panel (Shift+Ctrl+D) and set default units to mm,
set the size of the page to 88/59 mm
then scale the image to the right size -remember to enable proportional scaling.

Save as pdf, and set area of the document to be the page's borders.
(The size of the image not exactly fits the document format you wrote.)

On a side note by scaling the image to fit with it's width to the page borders, you can have a 297 dpi resolution, which is the maximum.
And by saving to pdf the embedded image will get some quality loss thank's to jpeg compression.
